Maybe we are talking of different proposals. I am referring to the one that
was proposed by Philip Shepard in name of the Cross Constituency (BC, ISPC,
IPC), plus NCUC, plus ALAC. What is missing is not only the NomCom  members,
but also Registries and Registrars. And that is what I wanted to point out.
