Regarding individual members the NARALO mechanism (as explicitly
expressed in our MOU) gives each ALS two representatives to the GA for
formal votes. Individual NARALO members between them select two
representatives which then have GA voting privileges as a pseudo-ALS.
It is in our MOU that decisions are encouraged to be made by rough
consensus. Thankfully, formal votes have rarely been required and we
have been able to take into account the views of all participants. By
designating "rough" consensus we are not bound to achieving unanimity on
everything before requiring formal votes so long as the intended
direction of the group is clear.
