One cynical conclusion would be that ICANN, not content with the pace at
which ALSs have been added, feels the need to bribe potential entrants.
Even worse is the suggestion that the bribe would be
allowed/acknowledged in some regions but not others.

I prefer, for now, to accept explanations based on either ignorance or
well-intentioned misunderstanding.

That At-Large -- both ICANN and the RALOs -- have been slow at the task
of outreach and recruitment is IMO beyond question. Having said that I
believe that we are, for now, very far from requiring such desparation
measures.

I don't think that anyone I know within At-Large would disagree with this.
