[At-Large] Grant Funding to Support ALS Activities

Danny, Evan, and all,
Why should ICANN provide any funding for the ALS,
and why would any ALS want funding from ICANN unless for
the latter, they are unable or incapable to raise their
own funding themselves collectively?
Seems to me that if any @large structure or organization
is to not be captured it must be independant of ICANN as
ICANN is a California public service non-profit corporation.
This does not mean that ICANN cannot or should not have it's
own individual membership, IMO it should. It is to say that
unless any user or independant registrant doesn't want to
be in a conflict of interest to it's members, it must be
outside of ICANN with independant funding.
