[At-Large] Grant Funding to Support ALS Activities

Wow!

This is sure news to me.  When we were being courted to become an ALS we
were told that there was no possibility at all of getting grant funding
from ICANN for our own internal projects.  We were distinctly told that
all ALSs have to be self supporting.

Is the ALAC really trying to recruit ALSs by pitching
the possibility of grant funding for ALS projects? 
This strikes me as a rather deceptive and unethical
recruiting practice... 

 To whom has the ALAC applied for grant monies?
Has a grant application or disbursement policy been
created?  Is there something here that I'm
misunderstanding?
