As I just wrote on the NARALO list, I'd like to see us advocate for 
(a) objective TLD evaluations (b) conducted pursuant to a predictable 
and transparent process, (c) with low barriers to entry.

I appreciate that we're now at the point of talking about details, 
rather than overarching policy, but I would encourage whomever 
represents us in the GNSO discussions to evaluate the details against 
this short performance measure.
