Honestly, anyone who's the least bit surprised by this outcome hasn't been 
paying attention.  ICANN still has a vast distance to travel before it 
would be reasonable to consider cutting it loose as a free floating NGO.

And for a variety of reasons, even if it were reasonable to consider, it 
probably won't ever happen.  I get the impression that despite the formal 
protests, a lot of people are relieved that ICANN will continue to have 
soem adult supervision.
