I, too, thought that that first sentence was fair.

As a non-US person, I see it that ICANN still needs to be reporting to
*some* body until those improvements as noted are much further along.
So, who should it be reporting to?  I heard this discussed several times
in India and it didn't seem that anybody else had any better idea as to
which governing body would be the best for this.  They all have
skeletons in their closets.

So, I guess for me anyways, it's a case of "Better the Devil you know
than the one you don't".

Just one opinion of many, I am sure.

To me, the key sentence is a fair statement: "ICANN has made significant
progress in several key areas, but most participants agree that
important work remains to increase institutional confidence through
implementing effective processes that will enable: long term stability;
accountability; responsiveness; continued private sector leadership,
stakeholder participation; increased contract compliance; and enhanced
competition." 

I would be interested to hear what others think, especially those
outside the U.S. who have an understandable desire to see ICANN out from
under U.S. Gov't oversight.
