The statement does not explicitly charge that discrimination exists at the
present time although it may mildly imply that. It may have originated in
the earlier ALAC comment to NTIA a couple of years ago. I suggested that
and I still support the statement because in fact discrimination exists as
I have explained privately to ALAC colleagues. I have elected not to go
public about this on suggestion of some Board members who hope the
problems can be resolved without expanding the politics around it.
