[At-Large] ALAC statement for Public Forum

Sure, I can add it into our statement on IDNs and update it onto wiki,
but the ALAC report has already been submitted at
http://delhi.icann.org/files/ALAC-Report-New-Delhi.pdf.

Also, the present statement is primarily about the immediate comments
on fast track on IDN ccTLDs. Are you suggesting we add a comment on
IDN gTLDs under the auspices of the new gTLDs? Semantic similarity was
a very contentious issue at GNSO. But IDN ccTLDs are a totally
different story. There may not be possible to translate a two-letter
ccTLD code into any IDN script but there is indeed very wide support
to maintain the link between the IDN ccTLDs and ccTLD territories. So,
an IDN ccTLD will be "equivalent" to a country name in whatever form.

To make a long story short, if this is a general statement on both IDN
gTLDs and IDN ccTLDs, it may not work. I'm waiting your further advice
to proceed.

Hong
