[At-Large] ALAC Draft statement on IPv4v6

Thank you all for providing the comments in the very short time frame.
I tried to incorporate as much suggestions as possible. In the mean
time, the Chair asked me to compress it into a para or two.
So here is the short version for the Chair, to be Incorporated into
the ALAC Report as a whole, and second file which is a stand-alone
statement will be placed at our wiki as well as sent to ICANN for the
record.
I hope this will be accepted to all. The Chair will add minimal
editorial changes, I believe.
