[At-Large] ALAC participation

I echo with what Jean wrote below, especially in the latter para.

ALAC agreed and requested ICANN to hire Jean as our web manager with
very modest budget, but after a few months time, it was not accepted,
thus we had to give up that one and we did not get any effective
replacement/system until later.

I was partially responsible, as a member of ALAC, but it is often
beyond volunteers' capacity to keep effective communication tool in
such complex world of ICANN/AtLarge.
