Advice to the Board is not just chatty and superficial advice. It is
ALAC's institutional role to provide advice to the Board, but the
communication of advice is not limited to meetings with the Board, ALAC
has to come up with substantive papers and reports on key issues and
communicate them to the Board. Meetings with the Board are special
occasions; sometimes they may be used for emphasizing certain important
advice which has not been headed, but we have to treat them as special.
