Randy:

The expenditure of the funds of ICANN is and shall remain the direct  
responsibility of the staff, answerable to the Board, to answer your  
question.

The Bylaws prescribe the mechanisms by which the Budget of ICANN is  
created and approved, which provides several opportunities for all  
stakeholders to provide input before a budget is finalised.

When the community wishes to have funding for some activity during a  
budget year there is a posted process by which this is done.

I draw your attention to my many previous postings on this and  
related questions.
