Patrick,
I don't see how you can go about listing such countries without creating
all kinds of aftereffects. Further there may be other reasons that put
individuals from certain territories or with certain characteristics at a
disadvantage. So I believe the present system where Nom-Comm is to to
ensure some kind of balance in the composition will work if it is carried
out correctly.
