[At-Large] RES: What is a bottom -up process

As a fresh arrived person in this side of the debate, I guess we could benefit with a broader debate about the issue. 

I see good points in both models but I believe we just get positive results from any debate if we have clear focus and clear rules about how to behavior and how to contribute. 

The summit may be a good idea if very well planned.

Since we have to deal with different regions and cultures, to end with a summit I would suggest to go by steps: 

Define the focus- the main question we want to see answered; 

Define de modus operandi ( I believe we need a teleconference inside regions to get feedback from each region) – final position paper from each region

Select representatives for the summit – define rules about representativeness

Set up the summit – invite independent persons to contribute with fresh ideas and let’s them to defend their ideas facing the representatives – then, getting papers ideas+ fresh ideas + debate, we can get out with a consistent and wide definition of bottom up and/or other issues we may include to strength the concept.

Thanks Robert,

I agree we need to address  what "bottom-up" means, and to square the

reasonable expectations of at-large's individual Internet users with

those of ICANN.

Especially on budgeting and staffing matters, At-Large is often pulled

both ways -- blamed for costing ICANN thousands of dollars, but given no

control over the allocation of that funding or staff attention to

matters of concern to its users or data-gathering.

While in Frankfurt, I've had the chance to talk with board members and

staff alike who suggest that these are more problems of misunderstanding

than bad intention -- so let's arrange some meetings in LA to discuss

how we can work more collaboratively between the "bottom" and "top."

I'd particularly like to push forward discussion of an at-large summit,

since that's proposed as an opportunity for individuals and their

groups' representatives to discuss ICANN matters of concern across

regional borders.
