[At-Large] ALAC Positions open for nominations 2007-2008 - GAC

Hi Sebastien

I sent an email on Sunday to the GAC Chair and the last name that was listed
as being the GAC-ALAC liaison,  requesting information on the status of the
liaison to ALAC from GAC, asking for a meeting between ALAC and GAC in LA
and also asking to discuss the possibility of the ALAC having a liaison to
the GAC. This was copied to the ALAC. Haven’t heard back yet.

Thanks for all those inputs.

I would like to suggest that we ask Izumi to follow the discussion with GAC
with the goal to set up a reciprocical liaison between Alac and Gac.

And we can discuss that as one of the topic for our LA meeting.

I am looking into this. I do not believe that 'At-Large Advisory Group' is
the same as ALAC though - it is before my time, but I believe that the
advisory group is an entity that has come and gone...

The mentioned report has a date of - sept 9, 2003 - .. Which is quite  a

while ago. it is a precedent we can cite, but would like something more

recent.

Are there meeting meetings we can check to see if a GAC rep has shown up

since then?

  I have mixed opinions about a formal ALAC /GAC representative exchange.

Let me ask some questions to ascertain your proposal.

  1. What would the strategic value be for ALAC ?

  2. Would adding yet another liaison position not spread us too thin?

  3. What we need it to increase our official contributions and comments

to ongoing ICANN processes . Would an ALAC rep on GAC do this?

  4. What would the "official process be to get an ALAC seat on the GAC".

Who would need to approve the request - the GAC, the board, or a change

in the ICANN bylaws.

  5. What changes would be needed to the ALAC bylaws and/or rules of

procedure to allow for this request.

  6. What status would we want to give the GAG rep? Voting, observer?

  Personally, I would prefer to have more ALAC reps on key strategic

structures - such as the board - before having a token person on a GAG.

Then again, I'm open to comments . Convince me otherwise..

    ELECTION CALL – nominations are now being called for the election of

the Officers of the ALAC.

    The following FOUR (4) Officers of the ALAC are to be elected.

    1.      Chair of the ALAC

    2.      Vice Chair (1) of the ALAC

    3.      Vice Chair (2) of the ALAC

    4.      Rapporteur

    ·        All officers serve for a term of one year starting from the

closure of an Annual General Meeting and ending at the closure of the

following Annual General Meeting.

    ·        Only members of the ALAC (or those who will meet the

eligibility criteria for nominations after the closure of the Annual

General Meeting in LA at the next ICANN meeting) may be nominated or

self-nominate.

    ·        Nominations are to be made by a posted message to the public

ALAC list, and any nomination (that is not a self-nomination) has to

be accepted by the nominee to the public ALAC list.

    ·        The deadline for nominations to be considered for these

positions is October 14th, 2007 (14 days after this message) by

midnight GMT.

    ·        An election summary of all valid nominations and the details

of the actual vote will then be forwarded to this public ALAC list.

    Nominations are also being called (under the aforementioned process)

for  the following three (3) liaison positions  (please note current

liaisons who continue to fulfil the eligibility are entitled to be

nominated and re-elected)

    1.      GNSO liaison

    2.      ccNSO liaison

    3.      SSAC  liaison

    ·        Liaisons are NOT required to be a member of the ALAC (but

they may be).

    At the ALAC AGM appointments to Working Groups, List activity

co-ordination, projects, task forces  and other bodies related to

ICANN will also be reaffirmed or reassigned if appropriate, as there

is no  requirement for such appointments to be made from members of

the ALAC any person wishing to make themselves available to the ALAC

for such appointment should also indicate this to the public ALAC list

at this time for consideration of current appointment positions and

those that may come to pass from time to time in the coming year.

    Currently there are  appointments requiring allocation for the

following four (4) existing activities (all ALAC Working Group List

activities), and it is expected additional appointments will be

required to be made by the ALAC during the coming year:

    1.      IDNs

    2.      WHOIS

    3.      Registrant/Registrar Relations

    4.      IPv4 to IPv6 Liaison
