[At-Large] ALAC Officer Nominees and Electors - clarification

Vanda:
You and the newly-appointed Members of the ALAC will in fact be
voting for the year's offices, per Rule 9 of the Rules of Procedure.
The nominating takes place in advance, but the voting takes place in
the 48-hours after the close of the AGM, to allow those newly
appointed to vote in the election.
For the officer positions, any new member is eligible for nomination,
also per Rule 9, since they would be able to serve if elected.
