[At-Large] [NA-Discuss] Results of the Voting for ALAC NominatingCommittee 2008 Appointments

I had some process concern, as pointed out by Danny, in the beginning of this
thread, but as explained by North American colleagues, ALAC members
and the RALO/ALS memebrs, there were misunderstandings and room for the
improvement in communications, but I don't think it is worth for calling for
anyone to step-down etc.
The source of confusion, in my view, is that in the past BEOFRE RALO existed,
things were relatively simple - we circulated the call for
recommendations to ALS
and others, regional ALAC members were given the opportunity to discuss among
themselves of three, and if the reach a consensus, the rest of ALAC members
honored that and passed the name to NomCom. If only they could not reach
a full consensus, we took the vote, and that was it. No one/ALS complained
about the result of the voting or about the process.

NOW, the situation is different - we have RALOs, and two ALAC members
are selected byt the RALOs. How much "represenation" are these two
members are supposed to act it not uniformly defined across give regions,
not at their ByLaws and MoUs with ICANN. Yet, the task of ALAC to nominate
five persons to NomCom remains the same in a way.

The best way for ALAC and RALO/ALSs is to take this as a good lesson
and go forward, but not backword.
And I understand that after being selected as the NomCom member, he or she
should not act for the interest of the body which selecte him or her, but
for the best interest of the overall ICANN, sot "representation" is not there.
That is also a very important factor to consider. Otherwise, the NomCom becomes
the political turf which is, the least thing I like to see.
