Robert,

I think that is a smart question, not silly.

If I understand correctly, Instant runoff is usually used
to select single position from more than three candidates,
and when no candidate gets a majority, it eliminates the
least preffered candidate and redistribute the ballots
of the elininated one according to the preference.
