[At-Large] Updates on the WHOIS WG

I believe that the SSAC, in their meetings in San Juan, were provided  
with evidence that the use of the WHOIS database for spamming is  
still very much alive and well. I've coped Dave Piscitello in on this  
email in hopes that he will elaborate (or perhaps tell me that I'm  
mistaken...)
