[At-Large] Final ALAC rules of procedure

Thank you so much Vittorio, for your LAST service to ALAC
as the member. (but may continue as the Board Liaison and
also ALS/EURALO, of course).

I only read the revisions marked, and they all seem to be well
written reflecting our discussion at the conf call.

One accidental question on 9 b..
you wrote "telephonically", but not "electronically", indicating
that mailing list discussions are not the subject of this clause,
but I think we sometimes reach near-decision on the list,
or online-voting via e-mail.  So may I suggest "electronically"
instead of "telephonically", or is there a good reason not
doing so which I overlook?
