[At-Large] Global Fellowships Program

The point of having the nearest regions attend the meeting is to save
on costs (cheaper airfares), and it also ensures that each RALO has
one face-to-face General Assembly each year to set priorities, talk to
the larger ICANN communities, etc.

Of course there are many ways to do this; this is how the planning
currently works.

If each region were willing to give up its one chance to be assured of
a face-to-face meeting, we could do as you describe. Perhaps they
would be willing to do that; personally, I'm happy to take the lead of
the regions on this matter. I would suggest, though, since the RALOS
are so new, that the current arrangement in the early period will help
for regions to have greater cohesion than otherwise - but that's just
my opinion.
