The consultant would not be connected to the World Bank, no. The
consultant in question is whomever is chosen to conduct the ALAC
Review.
The budgeting of travel is based upon formulae which were created by
other people presumably in Finance when the budget for FY07 was
completed, also long before I became involved. As to what they mean, I
would suggest that what they mean is that a budgeted amount was come
up with related to community travel, and the number reflected in what
I sent is the number which was budgeted at the time the budget was
created.
