Yes  and each RALO has different times for their election of members, so
some will know the names mid-year, others just before the annual meeting,
etc. But all new ALAC members will take their seats after the end of the
annual meeting.

Absolutely.

Unless I am missing something, this implies two rounds of elections, the
first one by the RALOs for the ALAC members, the second one by the ALAC for
the officers.
