[At-Large] ICANN Seeks Public Comments on Proposed Terms of Reference for Independent Review of the At-Large Advisory Cmt. (and At-Large structures)

Why does ICANN set up a new structure with RALOs and then decide to review
it, before they even did any work?
I'm certainly confused here.
