[At-Large] Top Ten List

I think it would be an idea to put up a top-10.

Of course, we can't tackle 10 issues simultaneously, we have trouble with
more than one.  However, it would give us a good idea of where to start
tackling issues.  I could spit out 5 relatively quickly by myself.
