[At-Large] Can individuals participate as equal members of RALOs?

Wendy,

I have the similar question right after finalizing the MoU/OP for AP RALO.
At this point, APRALO does not have any official way to accommodate
individual participation in the election of officers or voting for
RALO business.
However, we had "observers" in our meeting in Bali and we agreed that
all of our meetings will be "open" in principle.  We at AP RALO also
agreed to make as much decisions by consensus as possible which,
in a way, could open more participation from those individuals.

I was thinking to make some "special ALS" per each region where
any unaffiliated individual could join and participate in RALO's business
as equal to one member of ALS (not single-handed rep, but collectively
with other individuals).
