[ALAC] multiple copies of messages and other issues...

The list software attempts to reduce the number of copies of a message but
this is probably being short-circuited a bit by the changing of the subject
line by adding the prefix of the regional list depending upon which list the
message being replied to is received on (if that's not a completely
confusing sentence...)

Ideally, those who wish to participate in worldwide conversations will join
the ALAC list, and at some point I can 'disconnect' the auto-forwarding of
messages from the ALAC list to the regional lists.
