[ALAC] List consolidation proposal

If we could avoid renaming existing lists that would be helpful. Doing so
means literally recreating them, their configuration, and resubscribing all
members.

As to the -ALS lists: The main purpose of these would be to provide a forum
where accredited ALSes could act as the General Assembly of their regional
RALO for the purposes of voting, nomination of candidates for RALO officers
(where those exist), nominations of ALAC reps for the regions and voting on
the same, etc. The discuss lists were meant to be precisely what they have
become - open for all to join and discuss. If a region wishes to delete the
-ALS list as they wish to conduct these 'official' functions on the discuss
list or via some other mechanism then let me know and we'll delete them.

Perhaps each region can discuss this individually on their -Discuss list and
come to a common view.
