[ALAC] List consolidation proposal

One clarification that is worth noting, the only SocialText Wiki which is
currently still private is the one for the ALAC - I will be happy to make it
publicly accessible if the Committee wishes. Certainly there is nothing
confidential that I can see there. If the community wonders why it is
private, it might be useful to know that it is really a legacy of when that
server itself was only accessible if you had a userid/password, which has
changed in the last few weeks, rather than anything else.
