[ALAC] Domain Monetisation Briefing

Dear All:

A report has been requested by the ALAC of the staff in relation to  
Domain Monetisation and as a result I have done some digging and  
found the attached report on the issue. I attach it as the report may  
not have been widely disseminated at the time and in any case many  
new ALSes have become involved in At-Large since it was prepared and  
likely will not have seen it.
