ALAC to respond it should be through the ICANN, so either the ICANN puts it forward to the community or on second thoughts and only if we really want to respond to this, we inform ICANN org that we are interested in commenting or responding to the inquiry
to put it forward to us - that is if we want to respond in our capacity as the at large advisory committee of the ICANN<o:p></o:p></span></p>

<p class="MsoNormal">I have read the NOI and found nothing that implies that the comments should be limited to be from US citizen or entities based in the US. On the other hand, some of the questions that are asked are about aspects that will have an impact
beyond the US borders.<o:p></o:p></p>

<p class="MsoNormal">Whether the NTIA will take into account comments from overseas is a completely different story. But we should not limit ourselves in commenting because of a presumption of being ignored. Besides, to have an ALAC discussion on the topics
