SO: Theoretically yes and my response to your point is that the life span/overall decision on such MS would be based on the treaty which is formed by govt. I hope you agree that the decision to renew IGF was not decided by the MS (in practice) but by the UN. Can you then imagine we put ICANN in such a suspense; that has been "somewhat" happening so far (with NTIA contract), the transition fixes that. Let's not go back to our vomit!<br></p>
