ccNSO Council and the Generic Names Supporting Organization (GNSO) 
Council, followed by a ccNSO Policy Session, when two ccNSO policy 
development working groups will provide an update on their progress to 
date and seek input from the ccTLD community. On Wednesday, 15 June, 
during a ccNSO Governance Session, there will be a discussion on the 
need to introduce a general statement of interest procedure for the 
ccNSO and ccNSO Council conflict of interest arrangements. There will 
also be a discussion on the impact of the inclusion of Internationalized 
Domain Name (IDN) ccTLD managers as members of the ccNSO on existing 
rules and operating procedures. Finally, on Thursday, 16 June, ccTLD 
managers will share their experiences with Domain Name System (DNS) 
abuse, including priorities and approaches.


The third and fourth ccNSO policy development working groups will have 
their working sessions on Tuesday, 14 June. On Wednesday, 15 June, the 
Tech Working Group and Top-Level Domain Operations (TLD-OPS) Standing 
Committee and its security subgroup will all meet. On Thursday, 16 June, 
there will be a meeting of the Strategic and Operational Planning

The ccNSO is planning a policy session for ICANN74 to showcase its work. 
Two ccNSO policy development process (ccPDP) working groups will provide

    working group has identified which decisions related to the
    retirement of a country code top-level domain (ccTLD) that should be
    subject to consideration by the group and explored requirements for
    the review mechanism. The working group is considering various
    requirements for approval, including the bindingness of the review

  * Fourth ccPDP Working Group on the (de)selection of Internationalized

    completed its review and discussion of the 2013 policy proposals for
    the IDN ccTLD string selection process. The ccPDP4 consists of three
    subgroups: the variant management subgroup, the confusing similarity
    review subgroup, and the de-selection subgroup.


By ICANN74, all subgroups will have completed their initial proposals, 
or will be in the final phases of doing so. During ICANN74, the working 
group will hold a session to start the stress-testing of its draft

  ccNSO & DNS Abuse

ICANN74 ccNSO DNS Abuse Session


      Thursday, 16 June 2022 | 08:30-10:00 UTC


This session informs the ICANN community on the views of ccTLDs from 
different geographical regions on DNS abuse. What are their top 
priorities? What do they do to mitigate DNS abuse? The session serves as 
useful input for the ccNSO DNS Abuse Standing Committee, which is the 
core of the ccTLD-driven process around DNS abuse. In keeping with the 
nature of the ccNSO, the purpose of the committee is not to formulate 
any policy or standards, recognizing that policy development in this 
area is out of scope of the ccNSO policy remit. The overarching purpose 
is to raise understanding and awareness of the issues pertaining to DNS 
abuse, promote open and constructive dialogue, and ultimately to assist 
ccTLD managers in their efforts to mitigate the impact of DNS abuse.

The recordings for the pre-ICANN74 Virtual ccTLD News Sessions are out 
now. ccTLD News is a global platform for both experienced and new people 
to meet, share experiences and discuss ccTLD-related aspects. The most 
recent edition of ccTLD News consisted of two 90-minute sessions held 
Thursday, 19 May (13 UTC) and Tuesday, 24 May (6 UTC).


The first session focused on the impact of the pandemic for ccTLDs, 
whereas the theme for the second session was the relation between ccTLDs 
and their national cybersecurity ecosystems.

  Internet governance and the challenges of the digital transformation


The ccTLD manager for .it (Italy) dedicated a special issue to “Internet 
governance and the challenges of digital transformation” in its Journal 
of Informatics and Law (Rivista Italiana di Informatica e Diritto, RIID).

The Italian National Research Council (CNR) which operates the ccTLD .it 
Registry since 1987, called on scholars and experts to share and deepen 
the many issues that today impact on the evolution of the Internet 
ecosystem and its governance, in its various aspects: technical, legal, 
economic, social and political.


Adriana Lazzaroni (.it) wrote a short summary about what is included in 
the special edition of the journal. Adriana works in the International 
Relations Unit of .it ccTLD Registry (Registro .it) and she is part of 
the ccNSO Internet Governance Liaison Committee (IGLC).

Highlights from recent Council discussions:


  * Discussion on the timing of the Question & Answer sessions with the
    candidates for the upcoming Board Seat 11 nominations and the ccNSO
    Council elections. Council determined that the Q&A will be held
    virtually, post-ICANN75. More details regarding the timeline for
    both council elections and board nominations will be determined
    during the June Council meeting.
  * A discussion on the Impact of the upcoming change to Article 10 and
    Annex B to the ICANN Bylaws, to include IDN ccTLDs in the ccNSO.


At ICANN74, the Council will hold a public meeting to adopt the FY22-24 
ccNSO work plan, which details the expected duration of the ccNSO PDPs, 
community work, and ccNSO administrative tasks. In addition, the ccNSO 
Council is expected to appoint new leadership teams for the ccNSO 
Internet Governance Liaison Committee and ccNSO Meetings Programme 
Committee. Further, it is expected that the Council will also adopt the 
timelines for the ccNSO ICANN Board Seat 11 nomination process and the 
upcoming ccNSO Council elections. Additional topics for the ccNSO
