[At-Large] [EURO-Discuss] Ukrainian translation for ICANN meetings

Dear Erich,

Ecxellent idea.

Actually, we were ready to provide Ukrainian translation at least for GAC
sessions during ICANN73 by our Ukrainian volunteers.
