[At-Large] EU act to censor Russia (was: EURALO Board communiqué)

The EURALO Communique was just in time.

The EU issued a new act to increase the sanctions against Russia.  They want
the ISPs to block content of everything containing or supporting the
propaganda outlet RT/Sputnik.

Such attempts were proved ineffective in the past decades, as well as harm
third party communication and content (ie. Germany vs XL4all).  This will
pave the road to state-based censorship for the whole European region.

So -- following the EURALO Communique -- it's time to stengthen the
Ukraninan Internet (which is in ICANN's remit of a stable and secure
Internet).
