[At-Large] ICANN Funding Request FY22-05

Hi,

is there a well-defined question that cannot be answered except by a
survey?

Is the budget there for the design of the survey, segmentation, etc. before
the first line of surveymonkey is written? What is the project? What
decision will be fed by the answer to the survey?
