Dear Sergio

Congratulations on this major milestone for LACRALO. It has truly been a
team effort over a long period of time, but well worth it for the region.
Many thanks to the LACRALO Governance Working Group and David Plumb, but
also to the LACRALO  community for everyone's contribution to this
achievement. I look forward to seeing more faces (or in our current
situation, hearing more voices) from LACRALO in the discussions we have in
At-Large.
Thank you again and well done.
