[At-Large] ATLASIII Participation

A quick question - were all of these explained to applicants before they
applied? Because it seems to me to be a bit "bait and switch" to impose
requirements and penalties AFTER the application process has ended, and the
winning candidates have been chosen and are making ready to travel.
