[At-Large] [ALAC] Fwd: TODAY: EURALO signing MoU with CENTR at IGF Paris

Ah yes, I realize now that NARALO has one with ARIN. Thanks for this. It 
does help us coordinate meetings, etc. I think the EURALO/CENTR one is 
broader but hard to reproduce as I don't know if other regions have an 
umbrella org. like CENTR.
