ICANN is never explained where responsibility comes up in Internet security.

ICANN's always talking about something about what is responsible, but not
that it is not responsible. 
At several events I had to give legal and technical explanations on this
topic, included Snowden.  I managed to do that to know about ICANN, on laws
and IT issues, being a lawyer and computer. 
They are some of the communication failures of ICANN

Perhaps after they've ignored explicit warnings for a decade as Fedex did.

What in the world does this have to do with anything related to ICANN?
