Dear all,
Hope my email finds you well.
I would  like to thank you for giving me the opportunity to be  APRALOs individual representative .  I also would like to thank Mili for her efforts during her period of service and I wish her a pleasant and bright future.
As a way of introduction, I am Hanan Khatib, originally from Jordan with over 30 years of experience in the IT operations and IT consulting industry, first involvement  with ICANN when I participated as a Fellow ICANN 60 -AbuDhabi and my second  participation was ICANN 64 Kobe-Japan,  I am enjoying being part of this big corporation as ICANN. 
I am very excited to begin this magnificent journey, and I look forward to represent individual members when needed, taking into consideration their opinion and represent decision taken on their behalf.

I also come to an agreement that excuse of newcomer given by Mili is not admissible for hiding something so critical when you are applying for such position. If I am not wrong as per ICANN operative procedure and code of ethics any candidate doing such act is immediately disqualified. So her selection is against the norms.

I completely agree with the argument of  farizahmadi and some what suport  maureen but what i see is the problem as a whole.  
  
1. Young leaders who are coming to the position are confused or are not prepapared or they have no idea about the constituencies,: we need better capacity and awarness program 
2. The constituencies should have definite criteria for nomination such as  involvment and enagegment within the community as a compulsory clause for election purpose
3. Our mentoring or information dessimination is not working properly
4. The message that the community  is about enagement and work not about leadership position needs to be clear
5. Newcommers Enrollment programs needs to be further improvised

However, I think that if you were to look within At-Large you will find that we have people who have their feet in one or two other sections of the ICANN community. We are trying to break down the silos and trying to work together a lot more so that we can further our understanding about the different interests that each community section serves. 
 
Mili is new to our system but eager to learn more about ICANN. NCUC offers an opportunity for a voice for the Asia Pacific region and I admire that she has opted for a leadership role that will heighten the views of the Asia Pacific in a section where that view is lacking but also a section that At-Large has been working with for some time to build better relations and understandings. What Mili has also done is to enable another At-Large member to join the leadership ranks. Welcome to Hanan Khatib.
 
Just as others who work with other sections of iCANN because it is their day job, yet continue to join the At-Large CPWG and bring the perspective of their other community to our conversations, I am sure that Mili too will be able to bring a NCUC view to our discussions and vice versa.  We must celebrate her decision which I know she feels will give the better value for At-Large.

But she inspite of knowing the fact that when anyone apply for any position he/she has to declare any conflict of interest. But she kept NCUC and At Large in dark and given false statement by hiding the facts that she is already on one position she cannot hold leadership position in an different ICANN constituencies simultaneously until she first step down from first and then apply for another.


This is completely unethical at her part that she try to play safe by retaining position here and additionally applying in NCUC so that incase if she don’t get selected their she atleast have one.


I totally not accept such acts by any individuals here in NCUC and At Large and request that her nominations and positions should be cancelled with immediate effect as its clearly a non-comprisable and acceptable act.

Dear all,
  I am deeply humbled and extremely grateful that you chose me to be the voice of APRALO individual members. But I have to say this with a heavy heart that I will not be able to continue with this role as I am elected as NCUC EC for APAC. As a relative newcomer to ICANN, I was not aware of the conflict in interest both these positions lead to (as one cannot hold leadership position in an different ICANN constituencies simultanoeusly). I apologise for not keeping up with the trust you all have vested in me. 
 
But I hope you understand my reasons for doing so:
 
1. NCUC and At Large are like cousins in the ICANN ecosystem. For those of you who may not know, NCUC too protects and voices the issues of the end users, registrants (who are majorly internet end users too. But while our TG groups are aligned, both operate at different levels in the ICANN ecosystem and policy development process. NCUC has very few representatives from the Asia Pacific 
region (let alone leaders)and  while I would like to retain your membership of APRALO and At-Large I also believe that increasing the Asia Pacific voice within NCUC is very important at this time, even while being pulled by my loyalty to At-Large.

2. Also as a continuing individual member of APRALO (which is still allowed) I believe I could encourage the continued relationship building between At-Large and the Non-Commercial Stakeholder Group (NCSG) and would support and be actively engaged in the joint activities that have already been established between At-Large and NCUC and NPOC. APRALO and At Large may also benefit from a staunch At-Large supporter in NCUC, thus reinstate the voice of end users and particularly from APAC.
 
 3. While my engagement and support for APRALO will in no way reduce, if anything, it will only enhance my understanding of policy development and open yet another avenue for us to support out regions issues. This dilemma and my decision to withdraw from my first and recently elected position and to move on and become the best representative for APRALO on the Executive Committee at Non-Commercial Users Constituency (NCUC) was not an easy one. 
4. Wrt the leadership position, the NCUC EC in APAC definitely needs someone more committed to the region (especially when there are no other takers and the seat would remain vacant which would mean no APAC leader there) and I think my time and experience can be of great benefit for the same. But at the same time I feel guilty of letting down the trustof individual APRALO members vested in me in the recent elections.
 
I hope you will understand my disposition and support my decision. I am sincerely apologetic about giving up the APRALO Individual member rep role (after winning with a big majority) and all the inconvenience caused to APRALO leaders, staff and members.
