The point of contact for APRALO ALS Applicant #265 CCAOI, Amrita, has responded to your additional questions. Please note that the attached Trust Deed and Attested Copy documentation are confidential, and should remain so.
Responses summarized; email thread below:
There is a community of members within CCAOI spread across the whole of India and governance is not confined to just three persons. Funding is received from multiple sources including the government, and is used for projects. There does not appear to be any special dependency on the government for funding (which was the main concern). Government funding is permissible according to the ALAC Bylaws regarding ALS Application (also attached; not confidential).
Please note except for your questions, all responses from APRALO have been positive. Please let Staff know how we might proceed with next steps.

• “Is the applicant constituted so that participation by individual Internet users who are citizens or residents of countries within the geographic region in which the ALS is based control the organization?” On your application, you replied “No” to this question. Since you do have individual members as a part of your organization, please explain in further detail how they influence the organization.
Amrita : Individual members are part of the organization and can share their concerns and views on issues which are relevant to them or which affect them. These views and concerns are taken into consideration when we articulate the concerns of the stakeholders at the appropriate forums to get their voices heard and issues resolved.
However, Individual Members do not have a voting right. As it is a Trust, there is a Three Member Board of Trustees, out of which one is the Permanent Trustee. The trust has chapter across each state in the country for furtherance of the objectives of the Trust. The trust will have council of elected President and secretary for each Chapter, who will be administered by the Board of Trust. The Board of Trust will frame the rules regulations for the management of the trust.
• Does the funding mechanism show dependence on other interest groups (i.e. industry, government)?” It is noted on your application you receive grants from both the Indian government as well as private businesses in the industry. Please provide more details as to the parameters of these grants.
Amrita:
Yes we are dependent on funding from Government and other Organizations. We have received funds in the past from Government and Organizations such as NIXI for our projects to conduct projects related to conducting digital literacy program in six Indian Languages, Conducting Research, Capacity building programs, promoting domain names, etc.
These grants have been case specific and always towards specific initiatives, having clearly defined objectives and outcome. For example in the digital literacy program our objective was to train 20,000 Indians.
Hope I have been able to clarify your queries. Incase your query has still not been addressed please let me know, I would be happy to share more information.
Also please advise if we need to add these clarifications as addendum

Thank you for submitting an At-Large Structure application on behalf of the Cybercafe Association CCAOI.
I am currently processing due diligence, and kindly request you reply to the below questions at your earliest convenience.
The due diligence will then be forwarded to APRALO leadership who, after conferring with their members, will provide regional advice to the members of the ALAC (At-Large Advisory Committee). These members will then be called upon to vote whether to accredit CCAOI or not.
It goes without saying that the more complete and informative the due diligence, the speedier the process is, which is why I am submitting the list of questions below, and also encouraging you to provide any extra information you deem useful to the application.
