[APAC-Discuss] FW: My Issues with the At-Large Election Process

First, a few qualifier:

1. I am a member of ALAC selected by NomCom so I do not represent any
specific constituency.

2. I am not part of BCEC nor have I submit my SOI for the At-Large
Board Director.

3. I do not speak for anyone else except myself.

Up to now, I haven't follow the process too much in detail. But there
is one thing I know is BCEC is tasked to find one person best
represent the At-Large to the ICANN Board.

Different SO and AC have different structure and therefore have
different process for selection. Some are more restricted and some
others are more open. At-Large is likewise quite different from others
with its At-Large Structure, where different representative of ALS
forms RALOs, and the RALOs elect their representatives to ALAC.

Because of this tier structure, I see the At-Large selection to the
ICANN Board as part of the extension of the ALS->RALO->ALAC->Board.
And if the shortlisted candidate comes mostly or even all from ALAC, I
do not feel there is any problem.

Of course, this is not to say I think the BCEC should only restricted
themselves to current ALAC members. All the individuals of past and
present ALAC, RALOs, ALSes representatives, in my opinion, are
potential good candidate for short-list. On the other hand, if an
applicant has not been part of this structure, then by extension I do
not feel they would make a good candidate.

What Danny asking BCEC to do is to throw open wide the selection
process to anyone, whom may be qualified for the board, and to select
individual with regional and gender diversity.

That's a fair request to make of ICANN but there is already another
process for that: NomCom.  The intention of BCEC is not to replicate
what NomCom is doing : ie have another board member with the same
selection criteria as NomCom. It would defect the purpose of having an
Board of Director from At-Large.
