Please see the mail of Cheryl: [ALAC] ELECTION CALL ALAC Officers,
Liaisons and Appointments for 2009 - 2010 (copy bellow).
I think you need to be nominated by a current ALAC member (and seconded even
if not necessary also by current ALAC members).
I am please to do so.
I would like to nominate Rudi Vansnick as ALAC Liaisons to the ccNSO
Councils.

*ELECTION CALL Nominations are currently open for:*
*- ALAC Liaison (other than the Board Liaison {finalised});
- ALAC Appointments (such as WHOIS AND IDN);*
*- ALAC Officer Positions.*
Please refer to ROP's here http://tinyurl.com/levxyf which in brief state
that:-
- Only ALAC members serving after the Seoul meeting may be nominated for
Officer positions.
- Only current ALAC members may submit nominations.
- Self nominations are allowed.
- For Liaisons and Appointments there are no formal restrictions regarding
ALAC membership, but the ROP's say "They shall normally be persons who are
current or former members of the ALAC, or are anyway familiar with the
activities and functioning of ICANN and of the ALAC." It should be noted
that budget allocation for travel to ICANN Meetings is only assured for
serving ALAC Members and therefore a non-ALAC Member Liaison or Appointment
nominee should certify to the ALAC their ability to undertake all aspects of
their job descriptions (including attendance at all three ICANN
Meetings), without receiving travel support to do so.

The elections for ALAC Liaisons to the Bylaw mandated GNSO and ccNSO
Councils as well as the SSAC, GNSO User House/NCSG/NCUC {subject to
discussions at Seoul meeting and agreement from the receiving party} and the
liaison appointments to IDN and WHOIS Policy Processes will be conducted
through a single, global election process. The ALAC will vote on the list of
candidates using the Instant Runoff Voting system<

10.4 of the ALAC Rules of Procedure. This means they will rank each
candidate, from most preferred to least preferred, using the electronic
voting system regularly used for ALAC voting.

During its August 4 meeting, the ALAC adopted timetable for the Liaison
elections (now modified to allow call to occur after Board Liaison election
is completed yet still fit with ROP's):
Nominations Open/Election Call Issued: 5th October Nominations Close: 19th
October Acceptance of Nominations Due By: 26th October ALAC Voting Begins: 1
November ALAC Voting Concludes: At ALAC Chair's discretion, generally votes
are held over a 5 or 7 day period

According to the two motions of the ALAC, which were adopted during the 25
November 2008 ALAC
Meeting <

ALAC Officers consisting of a Chair, two Vice-Chairs, and a Rapporteur shall
represent different ICANN Geographic Regions. As our adopted ROP's have not
as yet been altered to reflect a method of ensuring this diversity this will
be a subject for discussion and decision at the Seoul Meeting of the ALAC.
