[ALAC] Rapporteur position

May I say, from the perspective of the staff, the proposal made would be 
very helpful. The Policy Advice Development schedule does help to make 
it clear when a commitment to respond to an issue has been made, 
however, if an officer of the ALAC were to be specially engaged in 
helping on the volunteer side as Alan is suggesting I believe this would 
be a very useful administrative improvement.
