[ALAC] Agenda for tomorrow's special ALAC meeting

Dear members:

We have further fleshed out the agenda for tomorrow, and more updates 
will occur over the course of the evening. In particular, you can now 
see at-a-glance the various election processes, with dates for each 
step, as required in ALAC's Rules of Procedure.

As the ALAC doesn't provide for the appointment of NomCom members (5 
persons are appointed by the ALAC to the NomCom upon advice of the RALOs 
each year), we have proposed a timeline based around the need to arrange 
travel for the new appointees; of course, ALAC could decide upon a 
different approach, but we thought this would be helpful as a starting 
position at least.
