[ALAC] [ALAC-Internal] [IDN-WG] Draft Statement on IDN Fast Track Proposal v3

As i have posted my comments in the Wiki, i think this statement is very 
long and could be summarized, specially the point of the IDN ccTLD ICANN 
processing cost.
I don't think it captured the comments done myself or others in the wiki.
