[ALAC] ALAC/At-Large budgets

I have asked for both:

1) More information on the components of concern to At-Large (which I presume to include not just direct spending on At-Large, but also spending on things like interpretation and translation, travel support, recruiting / outreach to build the various communities, including At-Large, and the like.

2) A time and date when a briefing with Doug and Kevin could take place which would cover the ops plan and budget as well as any other questions the community would wish to ask.

More info will be forthcoming when I receive it.
